Moving out of a West Hollywood rental
West Hollywood is a separate city with its own Rent Stabilization Ordinance, run by the city's Rent Stabilization Department. The city says the ordinance includes limits on, and interest for, security deposits on covered units. If you are not sure whether your unit is covered, the department takes questions at (323) 848-6450.
State law applies too. California Civil Code 1950.5 limits cleaning deductions from a security deposit to what returns the unit to its cleanliness at the start of the tenancy, for tenancies that began after January 1, 2003. You can request an initial inspection no earlier than two weeks before move-out to see what needs fixing, then book the clean after it so the cleaner can cover anything listed.
Since April 1, 2025, California landlords who deduct for cleaning or repairs must photograph the unit after it is returned and again after that work is done, and include the photos with the itemized statement. Taking your own dated photos once the cleaner leaves gives you a record too.
Moving day needs legal parking for the van and the cleaner's car. In the city's preferential parking districts, a resident guest permit exempts a guest's car from posted restrictions. The clean needs an empty home with furniture, boxes and belongings out, closets cleared, and water and electricity on, or the service defaults to a deep clean.

- If you booked oven, fridge, cabinet or drawer interiors, empty them first.
If furniture or belongings are present, the service will default to a Deep Cleaning instead. Drawer interiors are not included in move-out cleaning and must be added on separately.
