Moving out of a home in Silver Lake
Silver Lake is in the City of Los Angeles, where LAHD says the Rent Stabilization Ordinance generally applies to rental properties first built on or before October 1, 1978, including apartments, duplexes and accessory dwelling units. The ordinance covers rent and evictions. Your deposit falls under state law, and LAHD can answer questions about your building's status.
Under California Civil Code 1950.5, cleaning deductions from a security deposit are limited to what it takes to bring the unit back to its cleanliness at the start of the tenancy, for tenancies that began after January 1, 2003. The same law lets you request an initial inspection, held no earlier than two weeks before you leave. Schedule the clean after that visit so it can include what the landlord noted.
Since April 1, 2025, California landlords who take money from a deposit for cleaning or repairs must photograph the unit once it is returned and once that work is complete, then include the photos with the itemized statement. Take dated photos of your own after the clean.
