Moving out of a home in Pasadena
Pasadena is a separate city with its own rent rules. Measure H, approved by voters in November 2022, brought rent control to multi-unit rental properties built before February 1, 1995, and the Pasadena Rental Housing Board's regulations include a chapter on security deposits. Condominiums and single-family homes are excluded. If your building is covered, check those rules along with state law.
State law sets the deposit rules. California Civil Code 1950.5 caps cleaning deductions at the cost of returning the unit to the cleanliness it had when you moved in, for tenancies that started after January 1, 2003. Ask for the initial inspection the law allows, no earlier than two weeks before move-out, then book the clean for after it and before the key handoff.
A rule in effect since April 1, 2025 requires landlords who deduct for cleaning or repairs to photograph the unit after it is handed back and after the work, and to send those photos with the itemized statement. Photograph each room yourself once the cleaner is done.
Pasadena bans street parking from 2 a.m. to 6 a.m. except where posted, a rule the city first set in 1921. If the van arrives early or the move runs late, plan an off-street space or an overnight permit for a guest vehicle. In the daytime, read posted limits; the city's temporary daytime exemptions do not cover meters. The clean needs an empty home with furniture, boxes and belongings out, closets cleared, and water and electricity on, or the service defaults to a deep clean.
