Moving out of a Culver City rental
Culver City has its own rent rules. The Rent Stabilization Ordinance, renamed from the Rent Control Ordinance in February 2026, limits yearly increases for most rental units built on or before February 1, 1995, and landlords must update a unit's registration with the city when a new tenancy begins. Your security deposit is governed by state law. California Civil Code 1950.5 limits cleaning deductions to what it takes to return the unit to its cleanliness at move-in.
The city's Tenant Protections Ordinance requires an eviction to rest on for-cause or no-fault grounds, and a no-fault termination generally comes with relocation assistance from the landlord. The city's Rent Stabilization and Tenant Protection Measures page explains who qualifies. However your tenancy ends, plan the clean for after the movers leave and before you return the keys.
Under state law, you can ask for an initial inspection no earlier than two weeks before you move out, then fix what it lists. Since April 1, 2025, landlords who deduct for cleaning or repairs must photograph the unit after you return it and after the work is done, and include the photos with the itemized statement. Take your own dated photos once the cleaner finishes.
The clean needs an empty home, with furniture, boxes and belongings out, closets empty, and water and electricity on. If items are still in place, the service defaults to a deep clean. Culver City permit parking works only within each numbered district, so make sure the cleaner has a guest permit for your district, a driveway or a building space.

If furniture or belongings are present, the service will default to a Deep Cleaning instead. Drawer interiors are not included in move-out cleaning and must be added on separately.
